under what rule did roman government expect people to honor the what as romes cheif priest?

In the latter Roman Empire the people were expected to worship the Emperor as a god. That probably switched to Chief Priest when Constantine made Christianity the state religion. THAT then morphed into the Papacy, sinless and perfect embodiment of God on earth supposedly, as the Catholic Church began to form and gain power.
