Yes, there are plenty of 4 year colleges that offer a masters. There are also ones that don't. So you have to check it out.

Ok, more and more, lately they prefer professors to have PhD eventually. But I'm sure you can start out working at a community college.

Usually schools that have a 4year undergrad program also offer post grad work toward a advanced degree like masters.
