Microsoft Photo editor, but it's been discontinued in 2002. You need to install an older version of Microsoft Office, and be sure to include Microsoft Office Tools. Tried Gimp, it is just too weighty, and eats up a lot of memory.

There are plenty of online photo editors that work just as well. For the ipad/ipod/iphone/android, Sketchbook Express is a very good paint app that you can get for free.

Definitely check out GIMP. It works great and often out-does Photoshop.Major Plus side? It's free, as compared to a $699 Adobe Photoshop CS6 License for 1 (one) computer. GIMP is free (like I said) and you can put it on as many computers as you want.

Pixlr.com. It's a really fantastic photo-editing program that you can use online for free. I use it all the time. It is so similar to Photo-shop.

I love Gimp. Also, Picasa is really useful. http://picasa.google.com/ It's a google product so you can store your pictures on the cloud.
