The earlier traditional clock (~70% of the clocks in my house are now digital) were designed around an hour, minute, and second hand. The easiest design was the circular motion, 0 and 60 seconds coincide. Early clocks were primarily analog clocks which utilized the circular hour markings.
But why 24 hours, 60 minutes, and 60 seconds? None of which are easily divided by 10 as in the metric system. Traveling at 55 mph how far would you go, in meters, after traveling 1 hour, 22 minutes, and 14 seconds?
