Do I need to be certified or licensed to file other people's income tax.

You have to possess a license or be certified to become a tax preparer in Canada. Failure to have the license might cause you hefty fines or a jail term. You should also be registered with the tax educational council in your state.

I do think you could make up the taxes for friends and family though, without having a license...

Yes. Also, you should be doing it FOR THEM, so you do NOT sign as the preparer, since you're not LEGALLY the one who does it, but the people you're just giving advice to...
