My cell is a Maine area code but I live in Louisiana. Does my cell really relay to towers in maine before returning back to Louisiana?

my cell is a Maine area code but I live in Louisiana. I was told my cell pings then relays to towers in maine before returning. I have found during hurricanes I can call out but anyone with a local area code cant. Also when Maine is having blizzards or noreasters My cell located in louisiana receives no incoming calls. for example family in Georgia cant get through to my phone.
