Always keep a hedgehog in your pants when out in public, just for that very reason.

That's why I recommended a hedgehog. Their brains are hermetically sealed to prevent methane invasion, and are immune to flatulance

If you butt itches in public, you should just get a clever way of scratching it. You can also move aside or even keep yourself busy walking to give you enough room to scratch yourself.

I would look the nearest person straight in the eyes, continue the eye contact while sticking my hand down the back of my pants, scratch my ass and lick it. DO NOT lose eye contact during any of this, or you will get no satisfaction.
