Can a diamond blade cut through a safe?

Probably yes because a dimand is the hardest obeject on the earth. But it also depends on what the safe is made out of

No. Although diamonds are the hardest natural substance known to man, heat destroys everything over time. Safes are designed using the hardest steel and require steel bits made of Cobalt in conjunction with the use of a cutting lubricant. The other way to punch a hole in the safe would be with a self consuming acetylene- oxygen thermite torch. The safe designers put concrete in between the steel exterior and the steel interior to defeat the use of torches.
