Why are the roads and highways in South Florida white? Is it because of the heat of Florida?

When I went to Miami and Orlando a few years ago, the roads and highways were bright white, even when it was cloudy. In Maine where I live, the roads are just black or grey!

they use ground seashells in the mixture

It's partially because of the heat. Concrete is more stable ( and more expensive) than asphalt in warm conditions. Asphalt is more flexible for extreme temperature fluctuations.
