What does the number 7 with an letter s in front of it stand for? its on a silver button also has 1964 on the bottom with eagle wings behind

The number 7 could be a certain code or serial number for the silver button. 1964 could be the year of manufacture of the button. You can have it appraised at an antique store for more details.
