my blinker stay on when I use them they don't flash just a solid light. why is that and how do I fix it

there will be periods where they do work. I don't think it is a fuse cause they wouldn't work completely... right???

Automotive flashers use currennt draw to trigger the flash. If a bulb is faulty, or you have a poor ground connection, the Flasher won't trigger. Check all bulbs and their connections,There are electronic flashers that prevent this problem, by adding internal circuitry to make them flash without current draw. They are a wise investment on many older cars. If it's not the bulbs or flasher, take it to a repair shop.

It's either a faulty flasher or a loose connection on a bulb
