My friend received a loan to start a perfume oil distributorship in his city. Is 25% of net fair for me to run it my city?

I would be opening up the accounts by hiring sales reps and hiring delivery drivers and managing the whole thing under his company name. He would take care of payments for drivers and sales reps. Is 25% of the net reasonable for my role?

There is no way of knowing whether that is reasonable compensation. 25% of net means that you will be paid after every other bill is paid. You could do a whole bunch of work for no money for a long time before the business becomes profitable. If you want to work for free, go for it. If you need to get paid, not a good bet.

It depends on how much you would be able to sell. You need to determine how much you would earn and whether it is worth your time and resources.
