Can you transfer to a university after attending a community college for one year?

Yes. Maybe even sooner. My sister transferred to Berkeley after a semester at a community college.

Really?! Do you what she did or had to do? or specifically what the process was?
Report as
She had good grades to begin with and I think was on the borderline of being rejected so she kept appealing and bugging the admissions to accept her so they gave in and let her enroll for the spring. If you have good grades and such, you can always ask the admissions to reconsider their decision. What's the worst they can do, say no. You'll be in the same position you were before.

If you don't have an AA or AS, then you need to apply as if you were going in from High School.

Yes if your grades are good enough. You will still have to go through the admission process though.
