When you are both mature enough to handle it and you know it will not sacrifice your relationship. Also, when you both are financially stable to have a house/apartment together.

If you aren't content living alone, you won't be content living with anyone else. It's just like playing house if you are not committed in marriage. Statistically, couples that live together before marriage, have less successful marriages.

When you both think your relationship is ready. There's no rush so enjoy being a couple & take it from there. I would say date for at least a year so you know if you both are serious about being together long term. there's a saying, absence makes the heart grow fonder.
