Each administration has about 18000 appointed positions to fill. The party of the President typically fills thousands of these political positions. This is the typical spoils system; Parties have recently extended it to companies that support the Republican and Democrat party, giving money to their election or reelection campaigns. The winner of the Presidency can then give away spoils in no-bid contracts, also called crony capitalism. It's part of the way you raise a billion dollars for an election cycle.
