'Cuz politicians find us a lot easier to control if they can keep us stupid. The theory seems to be working.

Governments have a large number of "entitled" people to clothe and feed. That takes a lot of money out of "optional" things like infrastructure, education and libraries.

Pay more attention to your local levies. Public libraries are funded by the public and most people don't vote for the levies, or don't vote in their local elections at all.
It has nothing to do with government, this has to do with civilians.
