Toilet flapper starts pumping once water level dropped. Looks like a leak not to toilet bowl, nor outside pipe (no wetting of floor).

How to fix this? Is it a leaky tank shut off valve? Am trying to DIY as plumber costs a hand and a leg over here... appreciate all your inputs!

You may have to replace the toilet flapper. The problem is usually at the bottom of the toilet tank where the flapper is dissolving and must be replaced. To replace the flapper, just unscrew or unsnap it from its mount and then put back the replacement. Turn off water at sorce, remove line going to from toilet to valve, unscrew valve from pipe, put on new valve, reattach line to valve and toilet, turn on water at sorce and check for leaks

bend the bulb rod slightly, at a downward angle or lengthen the flapper chain or replace the flapper.
