What's the differences between Jelly Babies and Gummy Bears?

I never heard of a jelly baby, but can I assume it's a mini jelly bean? If so, they're covered with a sugary coating, whereas gummy bears are not.

A Jelly Baby is exactly the same consistency as a Gummi Bear - they just look like little tubby babies. The were initially known as Peace babies and originated in the UK after the war. They are hard to find outside of the UK and Australia, but they are soft and gummy like a bear - not hard coated like a jelly bean.
