I don't think there is because in the Bible it tells us that we shouldn't murder. There is really no point in killing innocent people, for a "good cause". Genocide is unacceptable in our society today but we don't only kill people literary. Alcohol and and tobacco companies are committing genocide by slowly killing people with their products. A slow death, like killing your self by smoking, is also committing murder. Hope this helps.
Some might say yes if an entire country were going through an unknown and potentially contagious epidemic. But either way you shouldn't kill. The Bible says in the Ten Commandments, "thou shalt not kill." Even if the government announced it as acceptable, it still wouldn't be right.
Genocide was acceptable in biblical times, God ordered the Hebrews to kill every man woman and child during wars and battles for the conquest of Canaan. Some times they were told to Kill only the males (including male children) and take the women to mate with.
God never ordered the killing of anyone, gods name was used as an excuse for murder, in so many ancient stories, it's ridiculous . To use gods name as justification for murder or war is Blasphemy on the highest level. Even if its rooted in the bible.genocide is never exceptable.
