If a hospital sells out in a bankruptcy sell does whoever buys the hospital buy the employee files?

if so why do you have to fill out a new application to work for new company that bought out hospital? and why did they have to notify us of layoff in advance per WAREN act? they had us fill out new application and want us to orientate ect but have not actually offered anyone a job.... they will "get with us after their review our current personnel files". but we get paid(who knows how much) for orientation

They are 'starting from scratch' with the new corporation. This way they can go through employee files and cull any unwanted employees, and maybe pare down the numbers of employees. also, they can re assess the pay levels and adjust accordingly. Officially they cannot have the old files. BUT, as we know, they may have access to them for a while. You must re apply, so they have the ability to say: NO, we don't want you.

Is that not a violation of the employees privacy? I mean "officially" means "not legally" correct?
