Actually, a little known fact about Katrina evacuation, I'm from NO, was there were public transportation busses ALL over the city prepared to evacuate people. Police, govt officials, volunteers, went DOOR TO DOOR advising people to get out and letting them know transportation was provided and where to get on busses. Lots of people CHOSE not to heed the warnings. We left, came back 8 days later, lived without electricity for 50 days, no paycheck for almost 3 months. The government DID help. You have to be self-reliant tho. You can't expect everyone to take care of you if you aren't willing to take care of yourself.
People lived in free, FEMA trailers for years after Katrina.
