To make a music band, you first need to find the members who you will perform the band with. These include drummer, bass player, guitarist, keyboard player and singers. You need also to characterize which music you are good in so you can find members based on that line. Begin practicing on songs that you or the band members like and make a CD that you can use to sell your band.

Considering you don't have a sound system, then you don't need to worry too much about noise, so you don't need to be in a basement/garage.
Depending on what type of band you want (rock/acoustic/jazz/metal/funk etc.) Depends on what instruments and people you will need. Drums are usually a given- so for noise purposes, it would be best to opt for an electric drum kit.
Then you need some basses. Piano can be used as a bass, otherwise, guitar or bass guitar are usually used.
Jazz band? Get a tenor sax in there. Or a barry for bass.
Singer? Get someone with an exceptional voice. If you get a mate to sing just to be nice and not be rude, it could ruin all the fun, and just make you all sound awful.
It all just purely depends on the sort of music you want to be playing. If you want to do it badly enough, no "lack of free soundsystem or garage" will be an issue. Just find people who are keen, and won't bail all the time.
a place to record, and a team that really knows how to work together :) You will need atleast one guitarist, drummer, pianist, and a few singers, also someone who has a good ear for music to figure out which areas in a specific song you need to work out :D
