What it comes right down to I think is that Christians are to be a good example....we are to light the way...show people the love of God. Proclaim truth always and not let our selves be silenced by the world.
"You are the light of the world. A city on a hill can not be hidden."it's talking to Christians saying that they are examples to everyone and they should live their lives for God and do what is right and the "city on a hill" part is saying everyone is watching you hope i explained it so you understood.
It means that we as Christians are set apart. People should see the difference in us,how we live and conduct our affairs. We have God inside us and we can't hide it. We are to be a beacon to the rest of the world as our lives shine with the light of the truth in God in a dark world.

We should treat people in the best way possible when we help them to receive spiritual light from God. (Psalms 43:3) Jesus told his disciples that they were “the light of the world” and urged them to let their light shine so that people might see their “fine works,” or good deeds to others. This would result in spiritual illumination “before men,” or for the benefit of mankind. Today, true christians let our light shine by doing good to our neighbors and by sharing in the work of preaching the good news “in all the world,” that is, “in all the nations.” (Matthew 26:13; Mark 13:10) “A city cannot be hid when situated upon a mountain,” said Jesus. Any city located on a mountain would be easily seen. Similarly, true christians are noticed for their fine works as Kingdom proclaimers and for such qualities as moderation and chasteness. (Titus 2:1-14)
Believers in Christ are preservatives to the world, preserving it from the evil inherent in the society of ungodly men whose unredeemed natures are corrupted by sin (Psalm 14:3; Romans 8:8). . The presence of Christians in the world must be like a light in the darkness, not only in the sense that the truth of God's Word brings light to the darkened hearts of sinful man (John 1:1-10), but also in the sense that our good deeds must be evident for all to see. http://www.gotquestions.org/salt-and-light.html
