What has happened is issues getting him help in college because according to his transcipts he doesn't have a learning disability......................

Then you ned to go to school and have them changed. Even if written in and obvious it is an alteration of an official document. Does he have an IEP? His counselor can address it in a letter.

It is not legal to change the grades on your High School transcripts, unless you are the teacher or administrator who made the mistake. It is advisable to talk with your principal or vice principal and request for the changes to be done on your transcript.

i have talked with my school cant get a answer. I have even chatted with my state advocates service who even told me to back off. That it wouldn't help finding out the truth. they didn't record years of sped services then on another 3 years rubber stamped it promoted............which shows 5 years of sped services gone...........

You're kidding right! You shouldn't even need to ask this question. It is fraud, your grades must really be bad!

Now I understand, I'm sorry but your comment was extremely hard to comprehend, and it took some time to grasp what you were saying! Grades, once posted should be official and not legally changeable without documentation. The problem being, given your input I don't think you have a provable case unless you have copies of the transcript before and after the changes were made! If you do, it should be a simple process of elimination as to who did what!

Okay. I know what's going on and why you're having trouble getting a straight answer. IT IS AGAINST FEDERAL LAW FOR ANYONE TO BE IDENTIFIED AS BEING IN A SPECIAL ED PROGRAM. This is to protect the student from being "labeled" as a sped student so they can have the opportunities others have SO WHEN THIS LAW WAS PASSED, they had to go into the school transcript and remove, by the NEW LAWS, any proof ON THE TRANSCRIPT ONLY, that they were in spec Ed. (I am a special education teacher). SO, they had to mark out any spec Ed classes they took and make it look like they were regular classes. They, BY FEDERAL LAW, had to remove ALL FAILING GRADES, since he was in Special Education, and they had to remove ANY sign that he was even TESTED for special education at all. By law, WE CAN'T FAIL a student who has tested special education in that area. For example, if they tested special Ed in reading and math, we can't fail the student in reading and math because supposedly, it's not their fault they failed. There IS A RECORD of his spec Ed files, See comment for where these files are.

The student, or parent if student is under age 18 or 21(not sure which) ONLY, and no one else can get these copies EVER, at the Education Service Center of the city they went to school in and you have to go to the Soecial Education Department and petition for these copies of tests and paperwork. I hope this helps.

OF COURSE a student can be failed if they don't show up for school, but if they try and they do their work, they can not be failed. Therefore, the GPA would go up after the failing marks were removed. And actually, an ACT score of 14 is not bad for a spec Ed student. If you need proof for tutoring in college, like I said, you will have to get those copies from spec Ed department from your city's Education Service Center. If you were in a small town, many times the transcripts are not corrected until graduation time. These were laws passed by the federal government, not by the state or city, to protect those in school who needed special help from being labeled their whole lives as mentally "lower" than other people. It's fair and it's not fair. There have been cases of a special Ed student graduating with all A's, when other all A students were in physics and calculus.
