My friends had a wedding and invited about 20 people to the church and then to lunch but they didn't pay for the lunch. Is that weird?

me and I think everyone have them gifts as well.

Well they obviously had a tiny wedding so seems like they didn't have money for anything else. It's not required for the bride and groom to pay for the meal. The meal was probably more than the gifts they received. But they should of let you know ahead of time they everyone is paying for their own so you would have the choice of going or not.

If it wasn't stated up front (like on the invitation) that the reception after was to be paid for individually, then that's really poor etiquette on the part of whoever was planning the wedding.

In cases where the bride and groom are on a tight budget, it's not unheard of to have a reception dinner at a restaurant, where everyone invited pays their own - but it definitely is something that should included in the wedding invitations, so that guests can plan accordingly.
