What can be done to ensure that emergency management policy does not discriminate against the poor or the elderly, or along racial lines?

1: Don't hire racists.
2: Tell them to rescue everybody.
3: Have an established triage policy.

Decisions need to be made so that areas with the most lives at stake get help first. In most areas where flooding and things of this nature that require Emergency Management take place those areas are usually lived in by the poor an elderly who cannot afford better accommodations. Instead of protecting the areas with the highest price property to be saved. If it is made clear that lives saved outweighs property saved then there will not be the discrimination.
