You might have tinnitus, caused by exposure to loud noises for long periods of time

I don't, and generally speaking, everyone hears it in a quiet enough room. My question was WHY.

No such thing as "Total silence". There is always noise somewhere.

It drives me crazy. I used to work at a mill/factory, went to loud concerts growing up, but now I think its from my medication LOL
Noise,medication, fluid in your ears etc.. There is products to stop it.
