Which is the preferred configuration for practical design of my hypothetical device to manipulate kinetic energy?

Actually I developed a design mathematically valid to manipulate kinetic energy effectively. If I am correct It would begin the whole new era of science and technology, as we could transport green with almost zero energy loss. We could hover, fly and take a space tour as in those science friction movies.
1) Which charged particle is preferred
-Wind of alpha particle
-Highly charged suggested metal's dust.
-Any other suggestion
Such that it must:
- conduct charge in vacuum.
-Behave as the ball which accelerate the system when it is radiated by system, If accelerated by the electric field of system.
-Deflect in magnetic field.
2) Which condition is correct among following with respect to Charged particle when is retarded by the electric field .
-Would radiate energy which may be changed to electric energy by the use of solar panel technology.
-Would cause the force in the plates creating electric field which can be used to create the electric energy
-Depends weather the plate is fix or moveable.
-Would rise the potential difference.
-Any other suggestion ending at formation of electric energy
