Why do they use the term "Russians" in Captain America? Weren't they all Soviets at that time?

Because the Soviet Union was comprised of many countries ... and Russia was one of those countries. And it was the Russian Army conquering the others (beginning when Russia was Germany's ally).

I don't know about that... All the movies I've seen that deal with USSR called them Soviets. As in Rocky IV, Die Hard, etc..
