Would Torrance California be a good place to live? Or should i go to San Diego or L.A?

Because, those 3 places are the ones i have came down too...but i dnt want an expensive place tho :/ but i want it near water..UHH THIS IS SOOO DIFFICULT

L.A!!!! Though, I only say this because this is the only place I have lived out of the three....L.A is expensive though, but it is close to the water...And it isn't safe...at all. So, maybe check out the other places...
