Which one do I need to do?

I'm making a casserole with panko breaded tilapia and was wondering if I need to bake the fish first, then add to ingredients and put back in the oven or if I could just put it frozen in the casserole dish with the rest of the ingredients once in the oven? If the fish is supposed to bake 24 mins how long should I put the entire casserole in for? Thank you to all whom answer.

The fish needs to be thawed first---you do not put frozen fish into the oven.
Once the fish is thawed, you can assemble the rest of the ingredients in the casserole dish and put it in the oven for 24 minutes.
