Why can't i edit my YouTube channel?

Soo i go to get on my YouTube channel to change the background and there is no Channel Settings button its completely blank at the top. I have also checked that i am signed in and with good standings. WTF is going on!!!

sometimes YouTube makes senseless changes I can't change my background either......... send feedback...........what is your account name so I can subscribe to you

Yeah I can't either,.. lol.. I noticed this when I was trying to edit my description box. ._.
