Right as you get off of a school bus, Is it still the bus drivers jurisdiction to be able to right you up for what you say do etc?

Well, yeah. There's a possibility that other kids will hear you, and the bus driver
could too, so, at least I would.

Yes the bus driver is allowed to write you up for saying something he or she deems inappropriate. But only while you are on the bus or getting onto or off the bus.

If you shouldn't say or do a thing ON the bus, then you probably shouldn't say or do it as you get off the bus. Right and wrong are still the same.

Until the bus pulls away the driver can write you up. If the driver would see you making obscene gestures or hear comments as they drive away they can write you up. And your parents should punish you for being written up. So start to act like a grown up

You are considered to be on school property until you arrive home. If you were to get off the bus, the bus drives away and you beat up a kid before you go home, you are still considered "on school property" and the school can punish you as they see fit for fighting, even though you weren't at school or on the bus.
