How do I tone up?

I want to shave the fat from my midsection and my chest. I want to make my muscles more defined and hopefully build muscle while doing it. This one guy told me to just run every day. I don't see how that's going to keep my arms toned though.

lift lighter weights with more reps....we just learned this in health/gym :)
