I was billed twice last year (Feb 26 $19.99 and Feb.22, 2012, $19.12) for Yahoo Mail Plus..Will I have to pay again? Can I cancel this?
You should get in touch with their Customer Support, so that they can let you know how the error occured. You should also have payment receipts that verify the payments that you made before, so that you are not billed again.
You should talk to their customer service department because it's only supposed to be $19.99 a year. I'm sure you can cancel it, go to your profile.
