Why are the March 1 budget cuts referred to as "sequester" which means to hold or separate?

To sequester means to take away or hold. The reason budget cuts are referred to as being "sequestered" is because the cuts were originally allocated to the respective agencies, but have now been held back by treasury. Read on about sequestration on www.auburn.edu/~johnspm/gloss/sequestration.
