I have not heard that rumor but it would be highly unlikely. It would take a massive amount of capital to start up a "new" franchise, even one with a familiar name. It was taken down for a good reason. Their cars were not substantially different from their clones so they served no market niche. I wouldn't bet on it.
There have indeed been rumors of a comeback by Pontiac, but these rumors are unsubstantiated. GM has not said anything about this, so the rumors are unfounded. The last Pontiacs were built in the latter part of 2009 and early 2010, with the final dealer franchises expiring before end of 2010.
