Can I have my registered vehicle under someone else's insurance if I am not on as a driver?

I believe the insurance owner's name needs to be on the title. For example if you bought the car and it's registered in your name only, you can't get it on your parents' insurance. But if your mom or dad's name is on the title you can.

Not really because those people could probably try and sue you unless you have permission from then.

As a general rule it is impossible to have your registered vehicle under the insurance of someone else. In addition, it is also impossible to get insurance for another person if the car is under the other persons title.
