Is lunch room conversation by students considered to be the best time for students to develope socialization skills?

why are students not allowed talking during lunch room whenever that is the time I was told during studying to be a paraprofessional that this is the time for students to talk because it enhanced their socialization skills?

Lunch time is not the time to develop social skills because sometimes it is short and meal is counted as one of the most important thing in life. However, there are social classes where you can socialize and breaks in between classes. There are also social activities that are done after classes before school day is over.

No talking? Maybe voices have gotten too loud; talk to your student council to work up pros and cons for allowing talking during lunch and present to the administration.
