Can an employer in Kentucky force an employee to become a first responder?

Depends on your occupation and job description. Any company can require you to retrain within the company to keep you employed.

in KENTUCKY? no,but,things like learning to use certain machines and cpr could be mandatory

It depends on what business your employer is in. If your employer is legally defined as an Essential Service (anything that would cause great numbers of people great harm if the business would suddenly cease to operate) then the answer is yes, no matter what state you're in.

It also depends on what type of first responder, too. If you're what could be described as an "in-house first responder" (you respond only to calls from inside your department, inside your company) the answer is also yes.
