What does this mean, "You put the lotion on the skin or else it gets the hose again"?

That is a line from a movie, the movie was Silence of the Lambs. The whole scene is hard to explain but basically a man has kidnapped a woman, has her down in a hole and is trying to get her to put on lotion. If she doesn't he hoses her down with cold water.

He is killing the women and taking their skin as souvenirs... if I remember right, it is a thriller / murder investigation movie.

The serial killer is making a "woman suit" out of victims' skin and makes them use the lotion to treat their skin before he kills them. It is such a famous quote Cartman pf South Park used it.
