How can I tell somebody to leave me alone?

Theres a guy at school who I hate and is so annoying. how do I tell him to leave me alone without hurting his feelings.

I wish I could but the guy cries all the time even though he's 13. I don't want to cause a scene.

It may be best to put up with it if he is just being annoying but is basically a nice kid. People who aren't hurting anybody don't deserve to get hurt.
