From what I can tell this criminal had this guy's wife and daughter killed and now he's looking for revenge.

It's just a twist on the punisher movie. When will Hollywood start to NOT recycle their old plots, and scripts. NOTHING coming from them is original anymore, just one more rewrite from the past.
