How does water bend light?

I can't find it on the web... Or I don't think so...

By refraction, the speed of light is slower in water and as the light slows it curves. For example, if you were pulling a wagon on concrete and one of the wheels got into a sand box, then the wagon would turn toward the sand box. It's the same with light.
