Can Afghanistan or Iraq be considered a nation state?

Both of them are, but with Afghanistan it's a bit more complicated. They consider themselves Pashtuns and Hazaras and Homs etc etc etc etc etc etc and there are subdivisions within each ethnic group and within each tribe. They don't really have a concept of being "Afghan". Iraq is tribal too but they still consider themselves Iraqi.
