You could be referring to the 'separate but equal ruling'. The ruling was that it was okay for african-americans and european-americans to have different access to the same public facilities such as schools, so long as the access was of equal nature. ie: two schools were built and both had to be of the same quality, then african decent children all went to one school and the european decent children all went to the other school.
