A concentrated remover solution mixed with water always works best. The solution will dissolve the adhesive wallpaper backing, thereby making it easy to take off. DIF by Zinsser is one of the best solutions for this kind of job; it is available at home-improvement stores. If its not vinyl wallpaper I just spray it well with hot water. That releases the glue and I'm able to pull it off. Just be sure to clean all the glue off the wall after removing the paper.

I had to do this. Get a sprayer and mix hot water and fabric softer. Spray the heck out of the walls, let it sit for about 15 minutes and scrap it.
