Upgrading graphics card gtx 650 ti?

thinking about getting a gtx 650 ti graphics card and i need to also have a psu power supply of about 500 to 650 watt put into to support it i right now have a nvida geforce 9100 and when i play a certain games i get a type of lag that is just not playable and i was wounder if this would do it or is it something else

and i have been told my ram is good and my cpu because its 2.8ghz rated at like either a 3.8 to 4.1 something like that and i would just like to know what position im at and what are something i need to get to be able to play this certain game (Arma 2: Operation arrowhead) and Arma 3 in the future.

It looks like you just need to upgrade your video card because you seem to meet all the other system requirements according to http://www.game-debate.com/games/index.php?g_id=1855&game=ArmA%20III
