What is the difference between mutual housing and rental housing

Mutual housing is where you get a house through a cooperative and a cooperative owner can rent that house. Rental housing refers to being a tenant of a house where you can rent from an individual and not a cooperative. Tenant-Based Rental Assistance known as TBRA cannot be used to help a resident owner of a cooperative while it can apply in rental housing.
