Because people are always messing up trusting relationships. After a period of time one gets tired and starts to be on their high horses at all time. Take me for example. I'm a over sensitive mess. lol
Well if u know they do "shady" stuff or don't know their character then I don't know if u can trust them to do the right thing. You don't have proof that they do what would be considered honorable. That's important. People have to earn and gain trust it's not usually free
There is a saying that goes, " He who does not trust, can't be trusted". There is some truth to that. others don't trust because they have been hurt before. Some people will take longer to form bonds than others, but if you never trust, anyone, ever, there is something wrong.

Trust is a many-layered thing. Me? I trust everybody until they demonstrate that they can't be trusted.
Would I trust a salesman I'd never seen before or a newly recruited politician? Of course not, because I've met the TYPE before and can extrapolate the probable capacity for lying and deceit from others of the type that I have known. But as for meeting new people, trust is worth giving until they demonstrate that they are unworthy of it.
The Arabs have a saying, "Trust in Allah but tether your camel." It's not a bad way of dealing with people, either.
